goal:	develop a strategic energy plan which establishes a democratic, 2/3rds energy-efficient Electrical Infrastructure by 2100 c.e.
benefits:	reverse pollution, limit power outages, and increase security
method:	public and private investment in interdisciplinary R&D to strategically redesign electrical power, media, and technology infrastructures to serve both our economic and social values.

 two very different policy options: 

1. the reigning Industrial Infrastructure : People serving Power 2. our future Democratic Infrastructure : Power serving People

the choice: benefit short-term private economic interests or
adapt power to serve long-term public and private interests

 one proposal to consider... 

divest public monies subsidizing the 2/3rds energy lost in the traditional power generation and consumption and in its place establish a matching public and private investment research, development, and deployment grant for strategically redesigning a democratic 2/3rds energy efficient electrical infrastructure of power, media, and technology.
